US sees window for Iran nuclear talks closing

The window for dialogue over Iran's nuclear programme is closing, the US ambassador to Israel said on Wednesday, insisting that Washington is under no illusions about Tehran's agenda in the talks.

Speaking at Tel Aviv University a week after world powers held a second round of largely fruitless talks with Iran, Ambassador Dan Shapiro insisted Washington would not continue such dialogue forever.

"We don't intend on continuing talks for talks' sake. The window is closing," he told participants attending an international security conference at the university.

"We have no illusions that Iran may be using this to buy time," he said. "It is up to Iran to follow through. The burden falls on Iran to prove it is serious."

Iran and the P5+1 -- Britain, China, France, Russia and the United States plus Germany -- achieved little in two days of intense talks in Baghdad last week except for setting up another meeting in Moscow in June.

Shapiro said there were "significant differences" at the Baghdad talks, but also "a narrow common ground," which the parties would try to build on in the Russian capital.

And he said the threat of military action against Iran's nuclear facilities was still open.

"As we apply all elements of American power to prevent a nuclear Iran, the United States takes no option off the table -- that means a political component, a diplomatic component, an economic component and a military option," he said.

Neither the United States nor Israel has ruled out the option of a military strike, but the administration of President Barack Obama has made clear it favours diplomacy over force at this stage.

Israel has warned repeatedly that its window of opportunity for any pre-emptive military strike against Iranian nuclear facilities is closing rapidly as a result of Tehran's efforts to put the key ones into underground bunkers.

Speaking during the morning, Israeli Defence Minister Ehud Barak said it was crucial to act before Iran reached that point.

"It is impossible to sleep in peace when the Iranians are systematically moving towards the point after which Israel will not be able to do anything about it," he said.

"You don't wait until they acquire the ability, until they build it, deploy it and prepare to activate that nuclear capability -- and only then do you act. Because then it is too late. You cannot act; there is nothing left for you to do," he said.

"The relevant moment in terms of policy is the last moment in which you can do something about the issue. Otherwise it becomes an issue for commentators and historians. And you have to pinpoint that moment responsibly."

Barak said Washington was working on a different timeline than Israel and had different objectives about when to use force.

"It's clear that there are differences in our attitudes, in the tempo of the ticking of the clocks," he said. "It's no secret. Our clock is ticking faster."

Shapiro said Washington would never allow Tehran to reach such a point and insisted that the "harshest sanctions" were yet to come.

But Israeli Vice Prime Minister Moshe Yaalon said there was little sign that the existing sanctions was pushing Iran any closer to abandoning its plans.

"Iran is laughing all the way to the bomb," he said.

"There is no sign that it feels threatened."

Iran, he said, did not appear to believe the West would have the stomach to impose harsher sanctions or mount a military strike to halt its uranium enrichment facilities.

"The main problem is that Iran isn't convinced that the West, led by the United States, is threatening to go all the way, either through sanctions or the military option," he said.

He added that there is no sign that Iran thinks it is faced by clear threat due to high sensitivity over oil prices. "That perception must be changed."

But the US ambassador insisted Washington would never allow Tehran to go nuclear.

"It would simply be too dangerous to let this regime that calls for Israel's destruction ... to acquire a nuclear weapon," he said.

"It would heighten the possibility of letting nuclear weapons fall into the hands of terrorist organisations, it would spark a nuclear arms race, it would collapse the nuclear non-proliferation system.

"And a nuclear Iran would embolden Iran in support of terrorist organisations like Hezbollah, Hamas and other groups -- and threaten freedom of navigation," he said, referring to Lebanon's Shiite militia and to the Palestinian Islamist movement which rules the Gaza Strip.

Shapiro said Washington and Israel both agreed that Iran should stop enrichment, not just enrichment to a high level.

"Exactly like Israel, the United States believes Iran must suspend uranium enrichment," he said, insisting on the necessity for Tehran to "take concrete measures" to prove it was doing so.

"US policy is to prevent Iran getting a nuclear weapon, not to learn to live with it," he said.

The West suspects Iran is seeking to develop a nuclear weapons capability under cover of a civilian programme, but most countries do not believe Tehran has decision to actually build a bomb.

Iran denies any military dimension to the programme.

David Cronenberg Talks Maps to the Stars

Having just made its debut at the?Cannes Film Festival, David Cronenberg's striking and claustrophobic "Cosmopolis" is riding a wave of buzz. While reviews of the provocative picture have been mixed, champions of the film -- including our own A-grade review?from the Croisette -- describe the effort as one of his best in recent years.?And part of the buzz is likely in part thanks to Cronenberg's unlikely star,?Robert Pattinson. Known globally as Edward Cullen from the "Twilight" series, with that franchise coming to a close this year, Pattinson is looking ahead and eager to take on new acting challenges. And by most accounts, he passed with flying colors in the edgy "Cosmopolis," a performance that should open the eyes of many to his range and talent, which he may not have been able to fully display in the vampire series.

And evidently the Cronenberg/Pattinson collaboration has been a mutually beneficial experience, as the director and 26 year-old actor are hoping to reteam on Cronenberg's next effort. Titled "Maps To The Stars," Cronenberg confirmed to Playlist contributor Aaron Hillis in Cannes that he and Pattinson were hoping to make this their next picture. And the director also revealed that one of his regulars hopes to be on board as well.

"I asked Rob if he would be interested in playing a particular role in it and he said yes, he would. Likewise, Viggo [Mortensen] is interested in a role," Cronenberg said. "It would be very interesting. This is a project called 'Maps To The Stars' written by Bruce Wagner who is a wonderful L.A. screenwriter."

Wagner also wrote an adaptation of?"As She Climbed Across the Table," ?a Jonathan Lethem novel that Cronenberg hopes to make one day?for Steven Zaillian's Film Rites shingle.?As for 'Maps,' it's a movie Cronenberg tried to make five years ago, but the financing fell through. And the director cautions that the new iteration of this project also has yet to be sewn up financially.?

"It's not a go picture. We have a script that I love that Bruce wrote," he said. "It's a very difficult film to get made as was 'Cosmopolis' actually.?Whether I can get this movie to happen, I tried it five years ago, I couldn't get it made, so I still might not be able to get it made."

The film is a dark comedic drama about two child actors ruined by Hollywood's depravity, and Cronenberg adds that "Maps To The Stars" is "very extreme. It's not obviously a very big commercial movie, and even as an independent film it's difficult. 'Maps To the Stars' is completely different [from 'Cosmopolis'], but it's very acerbic and satirical, it's a hard sell."

It's hard to believe, but the internationally-renowned filmmaker has shot every film of his in Canada or elsewhere, never within the United States. That will change if he gets his way on this picture. "Well, 'Maps To The Stars' is an L.A. story and I really felt that is something I could not create on a set in Toronto," he told us. "Whereas the structure of 'Cosmopolis' allows me to create New York on a soundstage in Toronto."

The Canadian-born filmmaker is hoping to make the picture his first U.S. shoot: "I would want to shoot in Los Angeles and I've never shot a foot of film in America," the filmmaker revealed, describing this odd circumstance, despite having spent much time south of the Canadian border. "America is very familiar to me since I was a kid, my father was born in Baltimore. And it's not like I haven't wanted to, but it's just the weirdness of co-productions and so-on and money things, really -- the expense of shooting in some cities in America. So I actively would like to be shooting in L.A. for at least part of this movie, but once again with budgetary problems... I just don't know if I will be able to, but I would like to."

Apple just confirmed that?its keynote event?will take?place on Monday, June 11,?during?the company's annual Worldwide Developers Conference (WWDC).?As usual, expectations are high ? the event potentially?brings a new product?announcement?or two.

The keynote will take place at 10 a.m. PT/1 p.m. ET on June 11. Apple typically kicks WWDC off with such an event, so no one's surprised by its appearance on the WWDC schedule. Instead, the focus is on whether or not a new product will be announced when?Apple CEO Tim Cook steps onto a stage in San Francisco, California two weeks from now.

As I've explained when I reviewed what we can expect to hear from Apple, both at WWDC and for the rest of the year, the Cupertino-based company is prone to releasing major iOS updates during the summer.?And besides, WWDC ??as its name implies ??is a global crossroads for Mac and iOS developers, and generally focuses on software, rather than hardware. So, if I were placing?bets on what will be announced at WWDC 2012, I'd put my big money on iOS 6.

Of course ??with the exception of the iPhone 4S ??every new iPhone model hit the?shelves in either June or July. This pattern has many believing that the next-generation Apple smartphone will be announced during WWDC.?Unfortunately for those hopeful folks,?most recent reports shoot down the idea?that the next iPhone will make an appearance on that day.

Just five weeks before the scheduled closing of the Tinley Park Mental Health Center, service providers and advocates say the transition plan comes with too little funding to safely serve residents of the south suburbs.

Gov. Pat Quinn announced the closing this year as part of a ?rebalancing plan? that will transition those with mental illnesses and developmental disabilities out of institutions and into community-based settings. The center has also been lumped into the governor?s cost-cutting plan to close and consolidate state facilities.

Despite a legislative panel?s recommendation to keep the center open, Quinn has pushed forward with the plan.

Department of Human Services officials last week reviewed the closing plan with the providers that will replace services offered by the center. Lorrie Rickman Jones, director of the department?s Division of Mental Health, said DHS is ready to shut down the 54-year-old facility by July 1, despite recent legislative attempts to keep it open for another six months to allow for more planning.

?We?re ready to go,? she said. ?The contracts are on the street and the money will be on the street very shortly.?

DHS accepted proposals from 10 hospitals, seven community health providers and four substance-abuse service providers for replacement services once the center closes, she said, but contract negotiations are ongoing.

Mental health advocates and lawmakers alike have criticized DHS for having too few details settled for serving residents when Tinley?s center closes. With the last date for patient admission set for June 15, stakeholders say they are happy for more details but still have concerns. Chief among them is that the plan doesn?t offer enough funding for the services that hospitals and community providers are taking on.

?Everyone shares the concerns around sustainability and whether there?s enough funds to take care of the transition,? said Frank Anselmo, CEO of Community Behavioral Healthcare Association of Illinois.

Jones said DHS will spend about $10 million on the plan, which is estimated to serve 1,400 clients a year through inpatient, outpatient and substance-abuse services. With an operating budget of $20.3 million in fiscal year 2011, the facility served 1,900 patients.

Anselmo said that doesn?t account for others who never got treatment because of a shortage of psychiatric beds for the uninsured in the Chicago area.

DHS said the new plan is designed to redirect some patients out of hospital beds and into substance-abuse treatment or outpatient care programs.

?Our studies estimate that we will see the need for admissions decrease by about 45 percent,? DHS spokeswoman Januari Smith Trader said in an email.

Joseph Troiani, director of behavioral health programs for the Will County Health Department, said about half the patients sent to the Tinley Park center through his programs have a substance-abuse problem.

Troiani said the new system of assessing patients is a plus. Though he described the overall plan as ?workable,? he added that it would benefit from additional resources.

Jackie Haas, president and CEO of The Helen Wheeler Center, a mental health provider in Kankakee, said she has yet to sign a contract with DHS and is moving forward cautiously because of funding concerns.

Ingalls Memorial Hospital in Harvey is still reviewing a contract to provide psychiatric beds for DHS, said Jeff Bergren, director of behavioral health. The hospital referred 220 patients to Tinley Park last year, he said, but the state contract would cover only 60 percent of those patients.

?It would seem to say we are not going to have sufficient funding to take care of these patients throughout the year,? he said. ?I think DHS has actually done a pretty good job of putting together a system of care with the available resources they have, but I don?t think the available resources are sufficient.?

Afghan official: 8 civilians killed in airstrike

KABUL, Afghanistan (AP) ? Afghan authorities said on Sunday that an airstrike by the U.S.-led NATO coalition killed eight members of a family in eastern Afghanistan.

The coalition said it was aware of the allegation and was investigating the incident late Saturday in Paktia province.

"We acknowledge that coalition forces were conducting an operation in Paktia province against a large number of insurgents last night and we also are aware of the media reports today of civilian casualty allegations in that area," said Army Lt. Col. Jimmie Cummings, a spokesman for the NATO coalition.

"We are currently looking into this and will release more information as appropriate."

Actions of the Taliban kill more civilians than foreign forces, but the deaths of citizens caught in the crossfire of the decade-long war continue to be an irritant in President Hamid Karzai's relationship with his international partners.

Earlier this month, the Afghan president warned that civilian casualties caused by NATO airstrikes could undermine the strategic partnership agreement he just signed with the U.S.

Rohullah Samon, a spokesman for the governor of Paktia province, said Mohammad Shafi, his wife and their six children died in an airstrike around 8 p.m. in Suri Khail village of Gurda Saria district.

"Shafi was not a Taliban. He was not in any opposition group against the government. He was a villager," Samon said. "Right now, we are working on this case to find out the ages of their children and how many of them are boys and girls."

Any NATO airstrike that leads to civilian deaths erodes the Afghan people's trust in foreign forces.

"If the lives of Afghan people are not safe, the signing of the strategic partnership has no meaning," Karzai's office said earlier this month.

Karzai's warning came after Afghan officials reported that 18 civilians had died recently in four airstrikes in Logar, Kapisa, Badghis and Helmand provinces.

Last year was the deadliest on record for civilians in the Afghan war, with 3,021 killed as insurgents ratcheted up violence with suicide attacks and roadside bombs, the United Nations said in its latest report on civilian deaths. The U.N. attributed 77 percent of the deaths to insurgent attacks and 14 percent to actions by international and Afghan troops. Nine percent of cases were classified as having an unknown cause.

Two civilians died Sunday when their vehicle struck a roadside bomb in Marjah district of Helmand province in the south, said provincial spokesman Daud Ahmadi.

Separately, NATO reported Sunday that four coalition service members had died in roadside bomb attacks in southern Afghanistan.

NATO said in a statement that all four deaths occurred Saturday. It provided no other details on the attacks, including the nationalities of the service members.

One is thought to be a British soldier killed Saturday in an explosion in the Nahr-e Saraj region of southern Helmand province. The British Ministry of Defense announced late Saturday that the soldier died while traveling in a vehicle.

Another NATO service member died Friday in an insurgent attack in eastern Afghanistan.

Their deaths bring to 34 the number of NATO service members killed so far this month in Afghanistan, for a total of 166 this year. A total of 414 members of British forces have died since operations in Afghanistan began more than 10 years ago.

The Afghan Ministry of Interior also announced Sunday that six insurgents were killed Saturday in joint operations in four eastern provinces. Another three were killed when the roadside bombs they were trying to plant detonated in Helmand and Kandahar provinces.

DENTON, Texas -- East Baton Rouge Parish, Louisiana homeowners, business and residential renters, and business owners who do not have flood insurance are encouraged to buy coverage now to get the best possible premiums before new flood insurance rate maps go into effect.?

The new East Baton Rouge Parish flood maps which cover portions of Zachary, Central City and the unified city and parish of East Baton Rouge become effective on Tuesday, June 19 giving those who haven?t purchased flood insurance yet, time to get the best possible premiums to protect their property from potential flooding.

?While many people are required by mortgage and lending companies to have flood insurance, FEMA and the National Flood Insurance Program (NFIP) strongly recommend that everyone have flood insurance,? said Acting Region 6 Administrator Tony Robinson. ?The reason is simple: You don?t have to be in a mapped floodplain to flood.?

Current policy holders and those planning to purchase NFIP protection are strongly encouraged to contact their insurance agent or company to ensure that they have adequate coverage for building and contents that accounts for new flood risk data.

Those who purchase flood insurance prior to June 19 may be able to grandfather the current flood zone, saving money on flood insurance. For more information on estimated rates for flood insurance, whether you are eligible for grandfathering, and the Preferred Risk Policy extension, or to locate an agent in your area, visit www.floodsmart.gov.

Anyone who hasn?t had a chance to participate in local flood insurance meetings or to review the new flood maps is encouraged to contact their floodplain administrator who is most likely located at the Parish Government Office.

If somehow a website visitor finds something that he or she doesn't like and turns them off, they may just forget about signing up.

A good web form for subscribing to an opt-in list is not hard to do. Just write a simple short statement about how they would like to see more and get updated about the site. Then there should be an area where they could put in their names and e-mail address. This web form will automatically save and send you the data's inputted. As more people sign in, your list will be growing.

2) As mentioned in the first tip, make your homepage very, very impressive. You need to have well written articles and descriptions of your site. Depending on what your site is all about, you need to capture your website visitor's fancy. Make your site useful and very easy to use. Do not expect everyone to be tech savvy. Invest in having good programming in your site, make your graphics beautiful but don't over do it.

Don't waste your time making the homepage too overly large megabyte wise. Not all people have dedicated T1 connections, the faster your site gets loaded, the better. Go for a look that borders between simplicity and sophisticated knowledge.

3) Provide good service and products. A return customer is more likely to bring in more business. Even then and now, a satisfied customer will recommend a business always. Word of mouth and recommendations alone can rake in more business than an expensive ad. As your clientele roster grows so shall your list. With more members on the list, the more people will get to know about what you have new to offer.

4) Keep a clean and private list. Never lose the trust your customers have entrusted you. If you provide e-mails to others and they get spammed, many will probably unsubscribe to you. Remember, a good reputation will drive in more traffic and subscribers as well as strengthen the loyalty of your customers.
